Established in 2000, the Calvin Cafritz Awards honor DC Government employees whose work exemplifies dedication, innovation, and exceptional service. Each year, individual honorees receive a $7,500 cash prize and a trophy, while the Team Innovation Award comes with a $15,000 cash award recognizing collaborative work that moves the District forward in creative and impactful ways.

Backed by a long-standing commitment to improving quality of life in the DC region, the Cafritz Foundation has supported hundreds of organizations across arts, education, the environment, health, and community services for decades. Honoring One of Last Year’s Outstanding Awardees: Phillip S. Walker, Chief of Recreation for All, Department of Parks and Recreation

Phillip Walker embodies what community-centered public service can achieve. As DPR’s Chief of Recreation for All, he has helped create the Recreator’s Academy and its Visionary Leadership Institute—programs built around the values of Leadership, Optimism, Vision, and Example (L.O.V.E.). These initiatives are strengthening leadership development across DPR and influencing similar efforts in agencies and community organizations citywide.

Before joining DPR, Phillip spent more than 20 years shaping the Marion Barry Youth Leadership Institute at the Department of Employment Services. He modernized the program, led a team of over 100, mentored thousands of youth, and launched a global education component that brought young Washingtonians to countries such as South Africa, Colombia, and Canada.

During the COVID‑19 pandemic, he transitioned MBYLI online in just eight weeks, ensuring uninterrupted support for more than 450 youth. Colleagues often point to his humility and empathy as his greatest strengths—qualities that have allowed him to build spaces where people feel connected, valued, and empowered.

Phillip’s work continues to shape leadership development across the District and strengthen community life for residents of all ages.
