Russell Clark

Russell R. Clark serves as Professorial Lecturer with the graduate Paralegal Studies program at The George Washington University.  Since he joined the paralegal program at its beginning, he has taught courses in Business Entities Law and Contract Law.
 
He earned a B.A. in History (minors in Political Science and French), a Master of Public Administration degree from the Trachtenberg School at GWU, and a Juris Doctorate (JD) from the S.J. Quinney College of Law at the University of Utah.

Professor Clark’s professional experience has included the private practice of law, a political appointment in the Administration of President Clinton, Counsel at the U.S. Senate, Senior Counsel at the District of Columbia Council, leading a financial services trade association as its President/CEO, and Counsel at Verizon.  In his role at Verizon, he was a subject matter expert in various corporate matters and financial services laws, including the Telephone Consumer Protection Act (TCPA), cryptocurrency/blockchain matters, anti-money laundering issues, and the Uniform Commercial Code.  He played a major role in ensuring that business units had adequate and appropriate legal representation.  His work on the TCPA was influential within the telecom industry, including telephone carriers, industry trade associations and the FCC.

Professor Clark is a member of the bars of the District of Columbia, Pennsylvania, and Utah and is admitted to practice in United States Tax Court and various federal and state courts.

Professor Clark has helped train hundreds of paralegal professionals.  His classroom philosophy is to develop paralegals with hands-on knowledge and who can make an effective contribution to the legal community on day one.  He expects students to perform with an ethic of professionalism and provide value to employers and clients.
