Over 28 years' experience in the research, development, test & evaluation, acquisition, risk-mitigation, integration, deployment and lifecycle support of C5I and Cyber Operations systems with a special emphasis on machine real-time C2, Mission Critical & ICS/SCADA systems. Experienced & registered DoD Information Assurance (IA)/Cybersecurity Professional w/ significant IA/Cybersecurity experience.
Accomplishments:
- Contributing architect to the first introduction of ICS/SCADA systems to USN ships;
- Designed the first open architecture Integrated Bridge System (IBS) installed on board a USN ship;
- Successfully led the design, integration, testing & evaluation of the 1st commercial core-switch-based, machine real-time integrated warfare system network on a USN vessel;
- First USN applied researcher to evaluate the application of 3G/4G technologies on the battlefield (Office of Naval Research (ONR) Independent Applied Research (IAR) grant (FY08-FY10): "Application of IEEE 802.16 Technologies to the Global Maritime Domain Awareness (MDA) Battlespace") ;
- Led the development of the first “medium agnostic” DoD MANET technology (Office of Secretary of Defense (OSD) Quick Reaction Funds Program (QRFP) rapid-prototyping grant (FY08-09): "Secure, Robust Tactical MESH Network(s).");
- Led the DoD Enterprise Resource Planning (ERP) system Cybersecurity team that earned the first three(3) year ERP "Authority To Operation" (ATO) in the DoD;
- First Joint Service graduate of USAF "Cyber Operations Officer" Course;
- First De Facto USCG Cyber Operator; and
- Adjunct Professor, Cyber Security
Professional development culminated in 2009 appointment as the ONR Science Advisor (SA) to Naval Network Warfare Command; in 2010 1st ONR SA assigned to USN Fleet Cyber Command/Commander, 10th Fleet; in 2013, selected to be the ONR SA to the Navy Expeditionary Combat Command; and in 2016, segued to become a Regional S&T Advisor to US Army Logistics C4I community.
